states. those of you who live in southern california are used to a phenomenon called the santa ana winds. when you take into account dry conditions, we're in the part of the year when those winds start to change directions, we do have the opportunity for significant fire events throughout the california area. so, with that, what i'd like to do is kind of focus our discussion on 3 major areas.. command and control, relationships and resources. with that, let me start off with the first question, we got a lot of discussion yesterday about command and control. i just wanted to give an opportunity for our panelists to talk about when a fire occurs within california and what is the system that you respond on in california and who is in charge of that fire and what happens when those fires grow into multiple fires as we've seen in 2003 and 2007 and how do you manage multiple fires and get the resources to the right place and organize that not only at the fire but the operations centers that support that? so if i could look down my panelists and maybe, ray, if you want to take a shot at that

, the cold front that is about to hit us up here means hot dry winds in state of california. that fact is no stranger to people here on the panel. it doesn't take much to fan hot, dry vegetation that has been soaking in that hot sun. when i say soaking, it means it gets the moisture level so low where it's kindling in the forest. you have more people moving in, more vegetation growing, it's a recipe for nature trying to do its thing and people in the way. so with this, it takes a lot of support whether we're talking about the fire lines, behind the fire lines or been above the fire lines to provide that support. it takes a whole mix of people whether it's the department of defense and even fema having roles to play in that. bob fenton, the assistant chief of fema, used to be the division chief in division 9. he is no stranger to this area, born and raised here, this is his home and so he does have a care and an interest in this community and beyond. and so with that it is hard to fill being his replacement at the regional level because not only to fill his shoes all the great work

in a disaster. the california national guard as mentioned is the largest in the nation under 54 states and territories. we're the largest by far. and we have a broad spectrum of capabilities that range from on the low end manpower where we can deploy troops for either security missions or firefighting hand crew missions all the way up to the high end where we have a wing, we also have space station systems we can employ and support civil authorities at the direction of the governor. we're the experienced national guard force. we do some sort of civil support emergency response system every three days in california. we support the governor, mainly law enforcement and the fire services here in the state. we tend to do more emergency missions every year than any of the 53 states and territories combined. so, we have quite a bit of experience. with that experience has come a wealth of relationship building that's key to success and any disaster response is being able to work with the inter agency. we're in a unique position because in addition to my federal responsibilities for commanding

in pretty much all major engagements as far as wild land fires in california, but if you look at a global disaster perspective where you have a hundred thousand victims like a tsunami or a large scale event, we have yet to experience that in this nation. i think the agreements we have here today and the relationships we develop today are going to be key to mitigate that. the other scenario that we are concerned with is a coordinated aerial incendiary attack by al qaeda. one of the things we've seen already in the european union is suspect of al qaeda starting fires in the eu if that happened in california in the right weather conditions, it would be disasterous and everybody in this room would likely be involved. but to go back, it's all -- for me it's all about relationships, it's all about communication and respecting each other's mission. we certainly appreciate our relationships with all 3 agencies up here. the last thing i would say with respect to technology, one of the things as a command and control tool that cal fire is experimenting with is a program that dhs science and tec

in the state, does that present any kind of issue for the emergency response? >> so the state of california has the disaster health volunteer system. and you can sign up on there and they will look at the credentials within 24 hours and say if -- that's the extent, though, they don't do any background checks. so the locals have to kind of develop their own policies and again that is something we're working on. we have a lot of great doctors and nurses in san francisco and knowing they would be willing to respond in case of a disaster is important. capturing that information on dhv and know they would be able to go to other facilities if need be is one of our big to do items. >> each hospital is also required to have a whole plan for credentialing volunteer medical professionals, both those who are licensed independent practitioners and those who have either certifications or other non-licensed kind of health care practitioners and a whole way to integrate them into their response if necessary. it's part of the joint commission standards for hospitals in planning for emergency response as

couple of days. certainly the california national guard is represented heavily here. obviously they are going to be the first guys to respond to a disaster and they have several interesting roles not only from a state perspective but as they get federalized or with the dual status commander managing federal response and federal authorities of military authorities flowing in. and most significantly, we're represented today with the commander of northern command, general jackoby. as you know, defense report to civil authorities is not a primary mission area for the department of defense. we have codified it in policy over the years and certainly things have advanced since 9/11 and hurricane katrina, but there has been a real gap in detailed preplanning for emergency response, particularly as it works its way down the chain into the tactical forces that would respond, most specifically i think those on active duty. this is an area that we don't tend to pay a lot of attention to and very often when it comes we tray to look the other way. i believe that we have been reasonably resp
